Synopsis

Here, Vice-President of The World Bank, Jean-Francois Rischard, offers a new strategy for solving the world's 20 most pressing global problems. The problems he highlights all have two things in common: they are getting worse, not better; and the standard strategies for dealing with them, such as international treaties, are inadequate. In our highly populated, fast-moving, globalized world, we do not have an effective way of adressing the problems that such a world creates. Rischard lays out a scheme for a new institution for global governance, which he calls "global issue networks", that would be recognized and supported by governments but would function as extra-governmental bodies devoted to particular problems. Their powers would not be legal but normative; they would monitor compliance with various globally recognized standards and would single out the nations and organizations that were not co-operating.
