Synopsis

This text reports on the main findings of Phase One of a major research project, Principles into Practice: Improving the Quality of Children's Early Learning . The project began from a commitment to the view that the major determinant of quality of provision is the expertise of the early years practitioner. In order to promote the professional development of practitioners, however, it is necessary to gain a clear picture of the realities of existing provision. Phase One of the project consisted of an extensive survey of current provision for young children (from birth to eight years of age) in group settings throughout England and Wales. This survey sought to obtain information concerning both the nature and the quality of the provision. It explored such major determinants of quality as the settings in which provision is made, the level of resourcing and the qualifications of all those adults who work with young children. It also set out to elicit the views of practitioners on what might constitute quality of provision for early learning.
