Author Bio
Richard Corbett is a Labour MEP for Yorkshire and the Humber. He is spokesperson on constitutional affairs and EU reform in the European Parliament both for the Labour MEPs and for the whole Socialist Group. He has been rapporteur on Parliament's Rules of Procedure and on the European Constitution. He was first elected to the Parliament in a by-election in 1996, but previously worked there as Deputy Secretary-General of the Socialist Group and, prior to that, as a civil servant. Francis Jacobs is the Head of Unit responsible for the Committee on the Environment, Public Health and Consumer Protection within the European Parliament secretariat. He has previously worked on the European Parliament Committees on Constitutional Affairs, Rules and Economic and Monetary Affairs, as well as on its Temporary Committee on German Unification. Michael Shackleton is the Head of Unit responsible for conciliations and codecision within the European Parliament secretariat. He has previously worked in the secretariat of the Committee on Budgets, the division for relations with national parliaments and as head of the unit responsible for the Committee of Inquiry into the Community Transit System. All three have written and lectured widely on the institutions of the European Union.
