  The purpose of this book is to examine the impact of the provisions of the 1988 Education Reform Act on children with special educational needs. The Education Reform Act contains a number of sections - 17, 18 and 19 - which outline the regulations governing the exemption of children with special educational needs from the National Curriculum. The effect of these sections is to permit some children to be denied access to part or all of the curriculum to which all have an entitlement. This book will examine in detail the implications of Sections 17, 18 and 19. While each chapter will concentrate on the impact on the groups of pupils most likely to be affected by particular provisions of the Act, the overall concern will be to set the impact on specific groups within a framework of the general changes in thinking about and provision for special educational needs which the Act represents. The book will examine briefly and succinctly the philosophy of the Act as it relates to pupils with special educational needs by highlighting major areas of change.
