Synopsis

At first, the police were sure that the bombers used weapons-grade plastic explosives and sophisticated timers. Two weeks later, they changed their minds - the bombs were home-made and were detonated manually. Since then the official account has changed repeatedly and remains riddled with anomalies and confusion. The government is resisting calls for a full inquiry and instead intends to present a 'narrative' written by a civil servant that will stand as the definitive account of what took place. As Mosaddeq demonstrates in this exhaustive investigation, such an approach cannot hope to provide the public with an adequate explanation of what took place.
