  This is a practical guide to financial management which aims to fulfil two objectives. Firstly it aims to explain the role and functions of the financial management to non-financial managers. Secondly, it introduces local government officers generally to some of the new approaches to financial management, which the authors believe will be required if local authorities are to survive in the 1990s.
