This book was written in the light of the Gulf War, just when the barriers between nations appeared to be coming down, and the prospect of "peace dividend" offered itself, one of the bloodiest conflicts of the modern era took place. The author's solution to these problems is based upon a radical rethink of the idea of "nationalism". Nations should get used to the idea of working together, and the organization devoted to this purpose be invested with the necessary strength to facilitate it.
